
Prior to joining the Provincial Capital Commission (PCC) as its Chief Executive Officer in 2003, Ray Parks was a senior public sector executive with the Province of British Columbia, serving as the Human Right’s Commissioner, Executive Director of the Gaming Commission, Senior Policy Analyst in the Ministry of Public Safety and Solicitor General, Senior Project Manager for the Ministry of Attorney General, and Ministry of Transportation and Highways. Over 33 years in government, Ray has been responsible for a wide range of government services and programs including, the management of jails, BC Human Rights Commission, gaming policy, and the creation of several public safety initiatives such as Photo Radar and Province Wide 911. A graduate of the University of Victoria, Ray is also active in the community and has held various board positions with Leadership Victoria, the YM/YWCA and the Braefoot Community Association.
